The registry path exist, but no entry.
Then i started the InstallExe with Windows Explorer and it works.
With my Total Commander comes the error message.

could it be that Total Commander is an older 32 bit executable that is started with some compatibility flags?
Normally a license of Total Commander entitles you to install also newer versions, and even the 64 bit version.

Ja , its a old one - Version 5.51 (32bit) , but i had no problem to install the last versions of xharp on the Server. And on my develop W10 PC its was also installing X#2.7
And untl now i did not set some flags.

I would suspect that Windows Server as recognizing it as an old version and therefore setting some compatibility settings.

P.S. Total Commander 5.51 is really old - at least from 2003

The TC is not writting into the registry.
But i find out the OS (who else?) is setting the Compatibility mode automatic and not always with the same result.
The last test works and the Log entry is:
Compatibility mode: Yes (PerProcessSystemDPIForceOn GdiDPIScaling DPIUnaware)
Windows version: 10.0.17763 (NT platform: Yes)

When you run a program from Total Commander then it runs as a child process from Total Commander. It "inherits" several settings from TC, such as the environment and apparently also the compatibility settings.
Maybe (your older version of) TC has an embedded manifest that controls this?
TC is a great tool (I use it too) but for situations like these I always open the folder in Explorer and run the installer/program from its own folder outside of TC.
